William studied economics at Bristol University and law at the Inns of Court School of Law; he is a barrister and a chartered secretary. William has spent his legal career "in-house", in businesses in shipping and agriculture and in government, including DTI (now BIS) where he advised on investigations under the Companies, Insurance Companies and Financial Services Acts. William has headed the legal teams at Ofgem and at Postcomm (from where he joined MMS) and has extensive experience of economic regulation, including drafting and enforcing licences, and of public law.
